Job Description
The Senior Cost Manager (TSA Invoice Validation Manager) reviews airport payment applications to ensure accurate TSA and federal reimbursement. This role verifies invoicing compliance, prepares reimbursement recommendations, and tracks expenditures. Expertise in financial analysis, construction cost allocation, and AIA G702/G703 forms is essential, along with strong analytical and technical skills.
Key Duties and Responsibilities
Invoice Review: Evaluates airport and aviation payment applications to ensure accurate cost allocation for TSA and federal reimbursement. Reviews invoicing packages, including contractor, consultant, and vendor invoices, to verify compliance with contractual allocations.
Validation Support: Assists in the execution of invoice validation for Screening Equipment Deployment and Checked Baggage Contracts, ensuring accurate reimbursement processing for the TSA.
Structured Review: Implements a standardized, repeatable invoice review process under the Other Transactional Agreement (OTA) between TSA and airport authorities. Prepares Reimbursement Agreement Invoice Recommendation Packages with justifications for approval or rejection.
Stakeholder Coordination: Engages with airport representatives, consultants, TSA officials, and other entities to ensure effective communication and resolution of invoicing matters.
Financial Analysis: Possesses strong financial analysis and project management expertise, with proficiency in AIA G702 and G703 forms. Experienced in developing and maintaining pay applications for design, construction, and subcontractor expenses.
Cost Allocation: Understands direct vs. indirect costs and their allocation across charge codes and contracts. Reviews schedules of values, retainage structures, and gross vs. net calculations.
Construction Compliance: Reviews construction agreements and compliance documents detailing TSA processes and airport management deliverables. Differentiates between "hard" and "soft" costs in construction.
Analytical Problem-Solving: Demonstrates clear, analytical problem-solving and strong decision-making abilities. Effectively communicates, presents findings, and develops reports.
Forensic Accounting: Applies forensic-level accounting skills to detect errors and discrepancies. Highly detail-oriented with strong analytical abilities.
Technical Proficiency: Advanced skills in MS Excel and PowerPoint, with expertise in technical communication and financial reporting.
Cost Reporting: Prepares and distributes periodic cost reports for senior technical staff. Tracks and analyzes costs to ensure proper allocation, contractual compliance, and expenditure monitoring.
Qualifications
Education & Experience: Bachelor's degree in Finance, Management, Construction, Quantity Surveying, or a related field, with 10 years of relevant experience. An associate degree or additional experience may substitute for a bachelor's degree.
Construction Invoice Review: Minimum 10 years of experience reviewing construction invoices or reimbursable agreements for government agencies. Strong preference for experience in airport design, construction, or facilities projects.
Financial & Project Expertise: Proficiency in financial analysis and project management, with knowledge of AIA G702 & G703 (schedule of values) and construction project structures. Strong attention to detail and cost tracking.
Technical Proficiency: Advanced skills in Microsoft Office Suite, especially Excel. Proficiency in MS Word, PowerPoint, Adobe Acrobat, Bluebeam, and Foxit.
Location Preference: Ideal candidate resides within commuting distance of Alexandria, Virginia. Highly skilled candidates may be eligible for remote work.
