Department Overview

This position is located within the Gas Regulatory Compliance department within the Gas Regulatory and Risk organization. The team is responsible for fostering pipeline safety compliance with its vision to advance our compliance culture in the gas organization by supporting, understanding, and adhering to regulatory requirements and commitments in service of our stakeholders.

Position Summary

This position reports to the Senior Manager of Regulatory Compliance & Reporting and is responsible for providing subject matter expert guidance on regulatory compliance matters. This includes, but is not limited to, code interpretation, industry and technical team participation, and guidance document review and oversight. Additionally, this position will oversee a specialized area of focus which may include various compliance programs, regulatory reporting, and support during federal and state regulator (e.g., PHMSA, CPUC and CalGEM) inspections. The successful candidate will also act as a liaison between Gas Engineering/Operations and federal and state regulators and will also be responsible for ensuring the completion of various planned or ad-hoc requests to support Gas leaders to “move-the-needle” in improving compliance performance. Lastly, this position will act as a coach and mentor to coworkers overseeing other regulatory compliance workstreams.

Position will require approximately 50% of travel time in work schedule.

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon).

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Bay Area Minimum:$132,000

Bay Area Maximum:$226,000

This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

Job Responsibilities

  • Anticipates issues and develop innovative solutions to enhance controls and mitigate risks by leading partnering and problem-solving sessions with internal stakeholders.
  • Anticipates changes in the regulatory environment or other developments which may impact compliance management and take action to prepare the organization.
  • Acts as consultant to internal and/or external groups in order to resolve complex compliance and operational issues, benchmark company performance and promote knowledge of compliance management best practices.
  • Updates senior leadership on status of compliance management programs and partners with leaders and subject matter experts across the organization to strengthen organization-wide effectiveness.
  • Challenges business decisions and present risk mitigation alternatives, as appropriate.
  • Participates in compliance and risk management forums at the enterprise level.
  • Provides on-call support for PHMSA and CPUC reportable incidents, which may include on-scene emergency support and coordination with regulators.
  • Support field and program inspections conducted by federal and state regulators.
  • May act as team lead but does not have any direct reports.

Qualifications-

Minimum:

  • Bachelor’s degree or equivalent experience
  • 10+ years of relevant experience

Desired:

  • Bachelor’s degree in engineering
  • Certified Compliance and Ethics Professional (CCEP), or
  • Leading Professional in Ethics and Compliance (LPEC), or
  • Certified Internal Auditor (CIA), or
  • Certified Information Systems Auditor (CISA), or
  • Certified Information Security Manager (CISM), or
  • Certified Risk Management Professional (RIMS-CRMP), or
  • Other compliance or risk related certification, as applicable
  • 6 years’ experience managing compliance programs or controls
  • Gas transmission or distribution experience with design, maintenance, construction and/or operations
  • Experience in the field and/or supporting inspections and audits
  • Proven interpersonal skills to foster relationships based on trust and respect with both internal personnel and regulators.
  • Ability to clearly explain PG&E processes and procedures to a variety of audiences, including PG&E leadership and external regulators.
  • In-depth and unique compliance expertise.
  • Expert level knowledge of assigned area of business including processes and procedures
  • Extensive knowledge of Federal (49 CFR 190, 191 and 192) and California Gas Pipeline Safety Regulations (e.g. General Orders 58-A, 58-B, 112-F and California Code of Regulations) and PG&E gas standards and procedures.
  • Advanced knowledge of, and ability to apply, internal control concepts and/or risk analysis & assessment
  • Highly advanced analytical, program management, and communications skills
  • Ability to manipulate data and draw conclusions / make recommendations
  • Strong written and verbal communication skills and ability to communicate complex data effectively to a variety of audiences including senior executives and external regulators
  • Ability to influence others in order to achieve understanding, acceptance, and commitment to act
  • Highly flexible, self-directed, and able to adapt well to a rapidly changing environment
  • Advanced skills in MS Office including Word, Excel and PowerPoint
