Other Conditions: Appointment to begin approximately June 2025, pending position clearance and availability of funding. This is a multi-level recruitment - preference is to hire at the Pay Band B level. If there are no qualified applicants at the Band B level, Band A applications may be considered.
Duties and Responsibilities (*Denotes essential Duties)
**Ensures continuity of daily coverage for the department, informs supervisor of critical issues affecting operations, and recommends and implements changes as necessary.
**Audits, reviews, and processes position and classification requests (e.g. SF-1, HRD-1, etc.), including drafting and preparing position descriptions to ensure proper classification and description of duties and responsibilities.
**Responsible for all aspects of recruitment including tracking, updating, and monitoring position vacancies, preparing position advertisements, screening applications, advising the hiring departments, and coordinating the completion of the search and hiring process.
**Coordinates with hiring departments and HR staff on all other aspects of position control, including drafting and updating organizational charts and functional statements, and compiling vacancy reports, etc.
**Researches and processes position/personnel actions for Civil Service and Board of Regents (BOR) appointments, as needed (e.g. maintaining and updating position and personnel files, processing salary adjustments, processing appropriate hire and separation actions to ensure compliance with laws, collective bargaining agreements, and UH policies, procedures, and directives, etc.).
**Assists HR Director with researching and interpreting collective bargaining contractual provisions, University and Board policies, State and Federal laws, rules and regulations.
**Assists HR Director with assessing various employee and labor relations issues, and identifies appropriate action as necessary; conducts fact-finding investigations as assigned.
**Researches, processes, responds to, and resolves issues involving pay and benefits; advises HR Director or designee of unusual or difficult cases.
**Researches, processes, and responds to requests for regular and special reports, compiles information, and completes employment surveys which include but is not limited to salary adjustments, overpayments, and other position and personnel matters, in a timely manner.
**Conducts salary surveys, equity reviews, and other special projects including analyzing internal pay and classification data, recommending action, and/or taking action, as assigned.
**Keeps abreast of the laws, collective bargaining agreements, and UH policies, procedures, and directives, etc., that affect the human resources function, and ensures consistent implementation.
**Operates a computerized human resources management system such as PeopleSoft and other personnel/payroll/financial/database systems such as KFS, NEOGOV, TAPS, etc.
**Drafts and composes memos, letters, reports, and other communication related to areas of responsibility, as assigned.
Advises supervisors and employees in the performance review and evaluation process for APT and Civil Service appointments to ensure timely completion and follow-up.
Receives calls, greets guests, assesses inquiries and makes referrals to the appropriate staff, office, or agency.
Other duties as assigned.
Educational and Professional Work Experience
Band A: Possession of a baccalaureate degree in any field and one (1) year of progressively responsible professional experience with responsibilities in one or more functional areas of human resources such as position classification; pay administration; recruitment and examination; personnel and organizational development; employee and labor relations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Band B: Possession of a baccalaureate degree in any field and three (3) years of progressively responsible professional experience with responsibilities in one or more functional areas of human resources such as position classification; pay administration; recruitment and examination; personnel and organizational development; employee and labor relations; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge, Skills and Abilities
Considerable working knowledge of principles, practices and techniques in human resources administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodology.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, theories and systems associated with human resources administration.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately identify possible causes and resolve the full range problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
Demonstrated ability to competently operate a personal computer and applications including word processing, spreadsheet, presentation software, and email to effectively perform work.

Working knowledge of the recruitment process, position classification, and pay administration.
Working knowledge of collective bargaining agreements governing public employment in the State of Hawaii (e.g. HGEA, UHPA, UPW).
Working knowledge of UH policies, procedures, and organizational structure.
Professional work experience performing HR responsibilities in a State of Hawaii department and/or post-secondary education setting.
Professional work experience with University of Hawaii personnel/payroll/financial database systems (e.g. PeopleSoft, KFS, NeoGov).
Detail oriented and able to prioritize multiple duties with demanding deadlines.
